The Payra project is Bangladesh's first 660MW coal-fired power generation unit, and it is one of the major cooperation projects between China and Bangladesh under the Belt and Road Initiative, which was jointly inaugurated by Chinese President Xi Jinping and Bangladeshi Prime Minister Hasina in Dhaka on October 14, 2016. It is also one of the projects under the $24 billion loan agreement signed during Xi's visit to Bangladesh, and it is the largest coal-fired power plant in the history of Bangladesh.

Project Overview: The Payra 2×660 MW ultra-supercritical coal-fired power plant is located in the southern Bagerhat district of Bangladesh. It is the first ultra-supercritical coal-fired power plant in Bangladesh and also the largest coal-fired power plant in the country's history. It employs advanced, efficient, and clean ultra-supercritical technology, capable of supplying about 8.5 billion kilowatt-hours of electricity to Bangladesh each year, accounting for approximately 10% of the country's total electricity demand.
Project Background: Bangladesh lacks coal and other minerals, and has long faced insufficient infrastructure in the power sector. Rapid economic growth has led to a surge in electricity demand, resulting in a significant gap in power supply. Against this backdrop, the Payra coal-fired power plant project, a collaboration between China and Bangladesh, was initiated to alleviate the electricity shortage in Bangladesh and promote local economic development.
Project Construction: The project is developed, invested in, constructed, and operated by the Bangladesh-China Power Company, a joint venture established by China National Machinery Import and Export Corporation, a subsidiary of China General Technology Group, and the Northwest Power Generation Company of Bangladesh. In January 2020, the construction of Unit 1 was completed, entering the commissioning phase; in May, Unit 1 completed reliability testing and received a commercial operation license from the Power Development Board of Bangladesh, officially entering the commercial operation phase.
